A Mullingar-based rape survivor has launched a legal case before the European Court of Human Rights (ECHR), challenging what she says are Portuguese authorities’ failures to properly investigate the serious sexual assault she suffered in 2004.
Hazel Behan had been violently raped and falsely imprisoned while working as a holiday rep in Portugal. Nobody was arrested for the attack on the then 21-year old victim.
